Healthcare in 2026 Campaigns: Background and Brainstorms

Blue Horizon Texas will host a webinar on the politics of healthcare in campaigns, featuring Scott Elphingstone.

Scott is retired from a career in business, finance and accounting. He earned a doctorate in liberal studies from SMU in 2024. Scott’s interest in healthcare policy dates back to the run-up to Hillarycare, aka the Health Security Act proposed by the Clinton administration, in 1993. Then the CFO of an association group health insurance company that relied on health underwriting to exclude pre-existing conditions, Scott was charged to assessing the company’s business prospects under Hillarycare. That analysis laid clear the consumer issues with the insurance marketplace for individual and small business coverage and began a life-long interest in healthcare policy and politics, including the research topic of his doctoral dissertation in 2024 at SMU.
